Dear Comrades,
CWC AT NEW DELHI
Hope all would have be in receipt of the notification for the CWC
meeting at New Delhi on 24th and 25th February 2011. The venue of the
CWC meeting shall be Gandhi Peace Foundation Hall, DDU Marg near ITO.
Accommodation has been arranged at Garhwal Bhavan for 24-25 Feb 2011.

HQr Quota: All the affiliates should clear HQr quota upto and
including 31st December 2010 failing which they shall not be
entitled either as delegate or observer.
Auditlekha Dues: Remittances are very poor. All Units shall have to
pay up all the dues on this head upto 31st Dec 2010.
The unit wise dues on both the heads will be circulated separately.
Special Fund : Very few units have responded to this call. All may
remit the special fund collected at the time of CWC meet.

WOMEN'S CONVETION
Good number of units has informed about the participation of
representatives from their unit in the Convention at Kolkata on 7-8
February 2011, but some are still lagging even in informing about the
factual position.

All the units are requested to depute women delegates as per the
quota given vide circular 32-2010.

Dear Comrades,
The present day political and economic developments in the nation
such as of rocket rising prices of essential commodities and
insecurity in day to day life demand that the women have to come
forward and take up the challenges head on.
The responsibilities of women have increased both in the domestic
front and the official front. It is the women who have to see to it
that there is economy in usage of all facilities like electricity,
water, food grains etc. and on the other hand women have to be in the
forefront of all struggles for basic rights and to redefine lives to
find more space in society free from violence.
Women's organisations are growing and getting a say in every activity
on earth, but the involvement of women from each family must be
ensured- to join in the collective movement.
In India and all over the world the importance of unity among women is
very much necessary for obtaining social justice at all levels. As
long as there is no unity among women, injustices against women will
continue.
Thus to live in peace free from fear and to ensure security for our
children and ourselves we must unite and fight for our rights.
The IA&AD is in the lime light with more importance in the present
political scenario and this is also the time for us to act to support
the good cause and assert our righteous position.
The Women's Convention being held at Kolkata on 7th & 8th February
2011 under the aegis of Confederation of Central Govt employees and
Workers is the first step in this direction to organise the women work
force in the various offices under the central government.
Let us meet in the Convention to discuss and deliberate our present
position updating information from all the units and also from other
organisations and chalk out a programme for the healthy advancement of
our official and domestic lives.
Subsequently we would be organising a Women's Convention under the
banner of our Association.
I appeal to all Units to the participation of women comrades in the
Convention at Kolkata on 7th, 8th February 2011.

March 8th - International Womens Day

Let us remember the legacy of struggles for democratic rights of the
working class while preparing to observe International Womens Day on
March 8th 2011. This is the time for revitalizing our energy to
prepare for a sustained struggle on various legitimate demands.
We have to strengthen our organisation take up issues and develop more leaders.
There is no alternative to struggles.
Let our main objectives this season be:-
1. Increasing participation of women in both local and national level meetings.
2. Educating and persuading women to play an effective role in trade
union so that they can exercise pressure in the society and create
awareness about human rights and fundamental freedom.

We shall strive for:

Enroll every women employee a member of the Association…
Every member should be developed into a fine activist…
Every activist be developed into a good leader …

Dear Comrades,

MEETING WITH DAI

We had a meeting with DAI yesterday, ie 18th January 2011. The
Association was represented by Coms M Duraipandian, President, Subhash
Chandra Pandey, Vice President and V. Nageswara Rao, Additional
Secretary General in addition to the Secretary General. PD, Staff, AC
(N) and AO/JCM also attended the meeting.

A brief on the discussion is given below.

1. Replacement of Qualification pay with four advance increments

DAI stated that the question of granting four advance increments to
all for the period 1973-1981 would be considered provided there is no
legal issue involved.

As regards re-introduction of the scheme for future DAI informed that
a scheme withdrawn by CPC cannot be reconsidered. But Association is
free to raise it as a fresh item at a later stage.

2. Permission for AAO (Adhoc) to negotiate incentive exam

DAI agreed to examine the issue in the light of provisions in MSO/Admn.

3. Simplification of syllabus for information Technology (Theory) for
SAS and incentive exam

The Association requested for relaxation as a one time measure.

DAI stated that he would look into the issue and asked the Association
to submit a detailed note on the subject.

Association requested for extension of the waiver of results of the
paper Statistical sampling for the year 2009 to 2008 also. This was
not agreed to.

4. Grant of incentive to Accountant/Auditor & SA for discharging the
duties of DEOs
DAI stated there can not be any uniformity on the additional work.
Where ever there is additional work, honorarium could be paid. This
has to be decided by the concerned Accountants General.

5. Stoppage of transfer on tour basis in NE Region offices.

DAI stated that in the scenario of shortage of man power and own cadre
in these newly created offices the transfer on tour is the (second)
best option available. He agreed to consider if Association submits
any alternate proposal.

6. Declaring SOGE (A&E) –common paper- passed candidates as promoted

DAI asked the Association to submit a detailed note on the subject.

7. Stop intervention in the day to day functioning of the Associations
and extension of functional facility.

After hearing the Association DAI assured to do the needful.


SIGNATURE CAMPAIGN

Hope that by this time all the units might have completed the
signature campaign on the issue of grant of four advance increments.
Those who have not yet submitted the memorandum to the Accountants
General for onward transmission to CAG may please do it without any
further delay.

All Units may please send a copy of the signature campaign to CHQr.

WOMEN'S CONVENTION

Few units have communicated on the participation of women comrades in
the convention at Kolkata on 7-8 Feb 2010.

All the units may please ensure that they send their representatives
for the convention without fail. CHQ may be informed of the details of
the delegates attending the Convention without any further delay. Any
delay in communication would cause difficulties for the host unit and
inconvenience to the participants.

PARILAMENT MARCH BY WORKERS

All the units are requested to mobilise the cadres for the parliament
march on 23rd February 2010 at New Delhi. All Units may take lead in
mobilising the CG employees of the station under Confederation for the
Rally.

FIRM UP ONE'S RESOLVE

The year 2010 had been quite hectic; one cannot say that the year
2011 could be something different.

We had a militant action expressing strong disapproval of
high-handedness of the amoral IA&AS bureaucracy and their total
inaction on the prime concerns of the employees and officers. The
action of mass casual leave on 8th April 2010 was unique in many ways
– for first time every one in the department joined together and
conveyed their vehement resentment over the manner in which the basic
human rights are violated and the status and stature of the department
is eroded. Also, it exposed the administration's colonial mindset,
their inherent intolerance.

Many amongst us feel dejected because after the successful mass
casual leave programme when the administration behaved in a most
uncivilised manner we offered an apology or something of the sort to
get out of the situation.
History is witness that before incivility, civility has to take a
step back - many a time. When we decide to take a step back, it is not
surrendering – it is only a tactical withdrawal to regroup and
strengthen ourselves for the furtherance of future struggles.

There is no defeat in the history of working class struggles, there
are only set backs. And we will rectify the mistakes and go to the
mass of employees to advance the struggle in furtherance of our avowed
goals. Every struggle advances cause of the workers.

Negotiation backed by agitation is our guiding principle; we want
peace but a reciprocated one. We cannot remain silent when certain
officers run amuck like wild bulls in the market and those vested with
authority to correct of the situation play the role of biased umpires.

The vacancy position in the department is getting acute; the present
policy of recruitment (if at all there) has to undergo a thorough
change. We will have to be prepared to face the situation that would
emerge after the cadre review that may come any time now.

On the Common Front of CG employees we can say that nothing happened
for eleven months – and in the 12th month, realising that expecting
the manna to fall- i.e. the dominant leadership amongst the CG front
to rise to the occasion and confront the government on the basic
issues - is a futile one, the Confederation decided to go it alone.

There has been no negotiation on any of the issues, the anomaly
committee – as the name is, that itself is an anomaly – has no meeting
and in the past two years when it met twice no issue was settled. The
attempt to de-link the grade pay from pay is moving fast.
After 3 years the National Council, JCM met in May 2010 with an
agenda submitted three years back. And nothing thereafter.
The staff side in the JCM is a mute spectator.
The Confederation has taken up the cudgel on behalf of all. It is for
one and all of us to rise to occasion and mobilise every segment of
government employees spreading the message even to those sections
where the leadership have ceased to be trade unionists.

The national scenario is quite grim. Corruption has spread to all
spheres of life. The corrupt few decide the destiny of others.

The life of the common man gets harsher and harsher with prices of
all essential commodities sky rocketing on each passing day. The
assured income is getting eroded. The number of those with assured
income also becoming lesser and lesser with more and more
contractorisation of all kinds of jobs in every sector.

Selling of the national properties to few selected corporate houses
is the priority of the present day government.

The government does not have money to implement the arbitration
awards in favour of Central government employees including the award
on parity in pay scales; but has no problem in writing off taxes
amounting more than 8 lakh crores of rupees favouring few hundred
corporate houses terming it revenue foregone!

One has to rise against all these.

The struggle has to be against these policies. The denial of trade
union rights, attack on the basic rights of workers – including
putting those fighting for basic human rights for the poor behind bars
on trumpetted charges of sedition - are natural corollaries of these
policies.

We have to be a part of the struggles against these policies to be
effective in our struggle to protect ourselves against victimisation.
There are no short cuts.
