Campaign for Strike on 12-12-12

 

The first phase of campaign cum mobilisation programmes finalised by Confederation and CHQ is getting over. By and large the response to the campaign programme had been quite enthusiastic. Some visits had to be re-scheduled for logistic reasons which will be undertaken in the 2nd phase.

 

The Units may initiate group meetings immediately after the festivals are over. The CHQ will be circulating the campaign materials which may be used translating it into the vernacular language.

 

Reverification of Membership of Federations

 

As already reported in the Circular 24, the last date for submitting the authorisation letter by the CHQ is on 1st November 2012. It is reported by many units that the field offices has not asked them to submit the authorisation letters. Irrespective of whether the local administration has asked for it or not, all units may submit the authorisation letter in the format given along with Circular 24 and two copies of the same – with original signatures of both President and General Secretary – may be sent to CHQ. Though quite a number of authorisation letter has been received, some units are yet to intimate about the status.

 

We have written to CAG pointing out the shortcomings as well as the actual difficulties and have requested that the last date may be extended upto 1st January 2013 and the membership as on 1st December 2012 may be taken for purpose of reverification of membership of Federations.

 

The NE members may please take special effort to ensure that the units in their station do submit the authorisation letters and dispatch to CHQ.

 

Negative Marking for SAS/RA/Incentive Exam

 

CAG administration has issued circular stating that from the forthcoming SAS//RA/Incentive examination onward, the system of negative marking would be introduced to 'check guess work'. 

 

The introduction of negative marking is nothing but a disincentive for the departmental candidates and to kill even the limited prospects on career advancements available in IA&AD.  We have expressed our opposition to this introduction of negative marking and have demanded that the same may be withdrawn. Copy of our letter to CAG is enclosed. We may inform our membership about this. Each Unit may send a telegram to CAG protesting against the introduction of negative marking in the SAS//RA/Incentive exams. Post copy of the telegram may be sent to CHQ. The telegram may be sent immediately on receipt of this circular and wide publicity may be given to it.

 

Financial Position of CHQ

 

The CHQ is going through a financial crisis. This is to remind the units to collect special fund from all those comrades who has received arrears of pay on account of four advance increments, refixation of pay on account of increment falling between Feb-July 2006, Bonus and DA arrears. If funds are not rushed, the CHQ functions will be badly affected.

Sir,

 

             I am to invite your kind attention to Circular No 22 of 2012 vide No 621/4-Exam/Program/SAS/RA/IE/2012/Vol Dated 09.10.2012 on the subject mentioned above.

 

            The circular conveys the decision to introduce negative marks in the SAS/RA/Incentive Examinations.

 

            This Association considers this decision as one of the great disincentive for all the departmental candidates who negotiate these examinations. The departmental candidates have to discharge their regular duties and then prepare for the examinations.

 

The objective type or multiple choice questions will have the deficiency of 'chance' which is inherent in the system. If the idea is to avoid this element of 'chance' in the examination, then mode of examination will have to be of descriptive style (which again will test not the candidates understanding of rules and ability to apply the same, but the ability to reproduce whatever is written in the books, mechanically). As such every scheme or system will have its own deficiencies and there cannot be a foolproof system.

 

            A departmental examination cannot and should not be equated with the selection of candidates from open market through an examination conducted by a Board/Commission. The purpose of departmental examination is to give career progression to the eligible candidates. The decision to introduce negative marking flies on the face of the progressive and liberal approach that were evolved in IA&AD through a long drawn process as a welfare measure as well as to get the best hands at the supervisory level.

 

It is therefore requested that the decision to introduce negative marking in the SAS/RA/Incentive Examinations may kindly be reviewed and withdrawn.
