STRIKE BALLOT RE-SCHEDULED

            The available members of National Secretariat of Confederation met on 19th September 2013 at R-3 Head Quarter and reviewed the preparation of the affiliates and COCs for the Strike Ballot schedules for 25.26.27 September 2013. After detailed evaluation and also taking into consideration the difficulties due to ongoing departmental exam etc faced by some of the affiliates, it was unanimously decided to reschedule the STRIKE BALLOT to 12,12,13 November 2013.

            The meeting further decided to conduct an extensive campaign with the National Secretariat members visiting the length and breadth of the country in groups to ensure better awareness on the charter of demands, better preparation and mobilisation for the successful conduct of the Strike Ballot.

            The Confederation Circular 7 along with the tour programme (finalised by the Sectt of Confederation) is enclosed. All the Units are requested to ensure that the visits of the leaders of Confederation are utilised utmost for a better mobilisation. Minor changes in the tour programme given vide our Circular 18 may be needed to fine tune it with Confederation programme. The Units will be informed separately.

 

PROTEST AGAINST THE AUSTERITY MEASURES

            The Union Cabinet has decided to implement austerity measures such as abolition of posts, creation of posts etc. This is nothing but a failed prescription of the IMF. Around the globe, wherever such austerity measures are taking place, the workers are on the path of the struggle, because it is their employment opportunities and entitlements that would be under attack.

            The National Sectt of Confederation has called upon every affiliate and COCs to hold Massive protest demonstration on 25th September 2013 against this austerity drive. All units may, without fail, educate the membership about the perils of this austerity measures and organise massive demonstrations on 25th September 2013.

DATES CHANGED TO 11, 12 & 13 NOVEMBER 2013

 

MAKE CAMPAIGN PROGRAMME BY CHQ LEADERS A GRAND SUCCESS

 

The available members of the Confederation National Secretariat met at New Delhi on 19.9.2013 to review the preparation made for the strike Ballot campaign, which is, scheduled to be organised on 25th, 26th and 27th September, 2013.  The meeting took note of the fact that certain states and some organisations have not yet initiated steps to conduct the programme with full participation of the members.  It was also reported at the meeting that some of the affiliates have practical problem in adhering to the dates and the house was of the unanimous opinion that the date might be deferred.  Accordingly the dates for strike ballot have now been shifted to 11th, 12th and 13th November, 2013 (Monday, Tuesday and Wednesday) and the Confederation National Secretariat members will undertake intensive campaign programmes to mobilise the rank and file of the membership.  The names of Comrades who are deployed to various States are indicated in the list enclosed.  The State Secretaries and the affiliated organisations are requested to get in touch with the concerned Secretariat members to fix up the dates.  The National Secretariat will meet at Mumbai on 15th November, 2013 to review the strike ballot campaign programme and chalk out future course of action.

 

AUSTERITY DRIVE OF THE GOVERNMENT

BAN ON CREATION AND FILLING UP OF POSTS  

 CONDUCT MASS DEMONSTRATION ON 25.09.2013

The Government on recognition of the serious economic crisis that engulfed the Indian economy has decided to abide by the IMF prescription of imposing austerity measures.  They have now imposed a total ban on recruitment, Creation of Posts and abolition of the posts which lie vacant for more than a year and such other anti-people measures.  We should react to this wanton attack immediately and the Secretariat has decided to call upon all the affiliates and State Committees to organise a massive demonstration on 25th September, 2013 at all work places and at all important centres.

Subject: Results of the SAS & Incentive/RA Examinations held in August 2013 – reg.   

 

 

Sir,

           

Kindly refer to this Association's letter AIA/B-1/51/2013 date 6th September 2013 on the subject mentioned above.

 

            In continuation to points made there-on, I would like to submit the following for your kind consideration and immediate redressal of grievances with regard to the results of the examinations held in August 2013.  

 

            1. The results may kindly be set aside (treated as null and void).

 

It is a fact that CAG office had issued circular stating that negative marks would be introduced from this examination.

 

But the "INSTRUCTIONS TO THE CANDIDATES" issued at the time of examination did not have this condition. Copy of the "INSTRUCTIONS TO THE CANDIDATES" is attached.

 

It is therefore a must that the papers be revalued without negative marking and results are declared afresh.

 

This is without prejudice to our demand for removal of negative marking for all departmental examinations.

 

            2. Number of chances be increased

 

With this examination, all the six chances have been exhausted. You may kindly recall that in the earlier system of SAS examination, there were no limit on the number of chances for Part II. The scheme may please be re-introduces without any further delay.

 

            3. Percentage of Marks for passing all the examinations be lowered to 35 %.  

 

In all the university examinations, the passing percentage is 35%. Any person can enter the department once University has given him/her a degree and they negotiate an examination that SSC conducts, but will have to get 50% for passing the departmental examinations is something that is not justifiable.

 

Hence passing percentage in all departmental examinations – from SAS to CPD – may please be lowered to 35%.

 

            I shall be thankful if an early decision is taken on these issues and the agony of the affected personnel is addressed positively.

CONDUCT STRIKE BALLOTT

 

Confederation has decided for conducting a strike ballot – on 25, 26, 27 September 2013) as a campaign cum preparatory step towards going on an indefinite strike on the 15 point charter of demands. The meeting of National Executive Committee of the Association in its meeting on 24-25 July 2013 endorsed the call of the Confederation (Circular 15).

 

The AIRF and AIDEF also have decided to go for strike ballots, though later than us. As mentioned in Circular 15, the efforts to build up the common front of the central government employees are on the right track.

 

The Confederation has issued detailed guidelines on the conduct of the strike ballot. Confederation Circular is attached.

 

Prepare for the Strike Ballot without loss of Time

 

Every Unit may get into the campaign mode without loss of time, if not already started.

 

·        Pamphlets on the charter of demands be prepared, preferably in the local language and distributed amongst the members.

·        Group meetings may be conducted as part of educative campaign.

·        The Unit may choose any one of the 3 days ie 25,2,27 Sept for the strike ballot.

·        The date and time for casting the strike ballot may be publicised so as to ensure total participation by the employees.

·        Ballot boxes may be prepared

·        Ballot should have on the one side the ballot and on the reverse the Charter of demands

·        Every member/employee may be persuaded to cast their ballot.

·        Every member may be given one ballot

·        Unit leadership may take specific note how many non members have cast the ballot.

·        On Closure on strike ballot, the counting may be done preferably in the presence of designated COC leader of the station.

·        The result of the strike ballot may be conveyed in writing – through email- to Head Quarters and COC, immediately on conclusion of the counting.

·        General Secretary shall sign the results.

·        The report shall specify the number of ballots cast, number of YES, number of NO and number of invalid votes.

·        Nobody shall write their name on the ballot (it is a secret ballot).

Strike ballot - ensure implementation

of the programme among the

employees of All Affiliated

Organisations.

               As a final step before embarking upon a nation wide indefinite strike, Confederation of Central Govt. Employees & Workers has decided to conduct strike ballot on 2013 September 25,26 & 27th.  All affiliated organisations and C.O.Cs should take initiative to make the programme cent percent success.  Sample Bllot paper and Appeal along with 15 point charter of demands are published in the Confederation website and also sent by post to all affiliates and C.O.Cs.  Please translate the appeal and charter of demands into local language and distribute it to each and every employee before 23rd September, 2013.  On 25th, 26th and 27th September Polling Booths may be opened in the premises of offices at all centres and ballot boxes may be placed in the booth.  Each and every employee may be requested to cast their vote in the ballot paper by marking "YES" or "NO".  It is secret ballot and hence name of the employee shall not be written in the ballot paper.  On completion of the voting, the boxes may be opened and votes counted by the office bearers of the affiliated organisations and C.O.Cs.  Total number of employees voted, number of votes in favour of indefinite strike (YES), Number of votes against indefinite strike (NO), Invalid votes etc. should be intimated to the Confederation CHQ through C.O.Cs or where C.O.C. is not functioning through the affiliated organisation on or before 28th September 2013 by email: (Email ID: mkrishnan6854@gmail.com OR confederation06@yahoo.co.in).

               Intensive campaign among the employees should be conducted before the strike ballot by organising squad work, distributing pamphlets, sample ballot papers, appeals, posters etc. and also by arranging meeting at all centres and offices.
