Dear Comrades,

The National Executive of the Association met on 11-12 December 2013 at New Delhi.

Review of Unit visits of National Executive Committee members

The meeting reviewed the unit visits by the team of National Executive members.

The meeting assessed that though the visits were successful and it could elicit certain amount of response, it need furtherance through higher form of interaction that would help the units to raise the level of trade union consciousness amongst its activists and members.

Few visits could not be completed as per schedule for various reasons. The meeting decided that priority should be given to complete the first round. Visits to the units where for some reasons it had to be deferred, have to be completed along with the starting of the second phase of the organisational building up.

It was decided to conduct trade union classes at every station. Some units had conveyed that the TU classes could be held region wise. But the NE, after detailed discussion, concluded that conducting the classes in each station would be helpful for more than one reason – one being it could cover maximum activists, two it could be held in the regional language to the possible extent and more over its would be more financially viable.

The curriculum would be the one that was finalised by the extended meeting of the National Executive Committee at Shimla in July 2011.

 The Secretariat was authorised to finalise the dates of the classes in each station after taking the units into confidence. The meeting preferred to complete the process in two months.

The National Executive shall meet again on 9th, 10th & 11th January 2014 at New Delhi and give the programme a final shape.

JAC Programmes

The NE meeting call upon every Unit to implement the call given by the Joint Action Committee of Accounts & Audit Employees and officers Organisations on the following charter of Demands Vis.

1.      Pay arrears of Pay from 1st Jan 1996 to 18th Feb 2003 as directed by Courts to audit & accounts cadres.
2.      i) Upgrade LDC as Audit/Accounts Assistant and merge Auditor/Accountant and SA
ii) Grant the following pay scales to Audit & Accounts Cadres

iii) Grant ACP on departmental hierarchy basis.

  v) Grant three increments on passing departmental confirmatory examination.

It was decided to have phased programmes of actions in pursuance of these demands.

The following programmes have been decided by the Apex JAC.

  1. Lunch hour demonstration in all field offices on 20th December 2013.
  2. The National Executive Committee of Constituents shall hold joint meeting on 11th January 2014 to finalise the approach paper on how the JAC shall pursue the demands with 7th CPC.
  3. Day Long Dharna by the Executive Committee in each office on 29th January 2014 or centrally, if the offices are located in the same complex or side by side.
  4. Massive Dharna at Jantar Mantar in the last week of February 2014 – the date shall be decided later after further consultation with all constituents.

CONFEDERATION PROGRAMMES ENDORSED

The NE endorsed the decision of the Confederation Secretariat to mobilise and prepare the employees for a strike if the government refuse to heed to the genuine demands and expectations of the employees on the terms of reference of 7 CPC, DA merger, interim relief etc. (Confederation Circular has already been given along with Circular 26).

NE call upon every unit to educate the membership on the demands and mobilise them for a massive dharna on 19th December 2013 in all centres, mass rally on 31st Dec 2013, 5-day relay dharna from 30th Dec 2013 to 3rd January 2014.

The meeting also decided that the Secretariat would participate in the Mass dharna at New Delhi on 9th January 2014. The units of Jaipur, Chandigarh, Gwalior and Delhi are requested to mobilise the membership for the Dharna at New Delhi on 9th January 2014.  

CWC MEETING

The meeting of the NE accepted the proposal of Shimla units to host the next CWC meeting, either in the last week of February or 1st week of March 2014. The dates of the CWC would be finalised by the NE meeting on 10-11 January 2014.
