NO DA MERGER, INTERIM RELIEF; 7TH CPC NOTIFICATION ISSUED

CONFEDERATION CALLS FOR MASSIVE DEMONSTRATION ON 7TH MARCH 2014

The Central Government employees were eagerly waiting for the (supposedly) last cabinet meeting before the announcement of schedule for the forthcoming Lok Sabha election – they wanted to hear the govt’s decision on DA merger and grant of Interim Relief to CG employees, some were even expecting the raising of retirement age to 62 years.

There are certain paper organisations which wanted to take claim for any government decisions on these issues. They had even issued circulars that DA merger is sure to come and hence no need to go for strike!

The electronic media, more than that new generation hype i.e. the social media (though quite anti-social many are), played havoc with the sentiments and expectations of the central government employees.

Finally, the cabinet meeting is over, no decisions either on IR or DA merger has come. There is despondency amongst the central government employees especially amongst those elements who wanted to take credit for the results that would have come as a result of the struggle and sacrifices of others.

For we people, who were in the forefront of the struggles and who, come what may, are ready for sacrifices for the cause of the working people, it is an occasion to firm up their resolves to continue the fight till the demands are met. While going for the strike on 12-13 February 2014 we knew that struggle is the only path which will guarantee our demands and that we may have to intensify the struggle further in pursuance of those demands.

For those who are familiar with the saga of struggles this is nothing new. We are determined to carry the struggle forward.

One silver line in the terms of reference for 7th CPC is that the government, despite its earlier announcement that the recommendations would be effective from 1-1-2016, has left the option of date of effect to be decided by 7 CPC. Further, the CPC can submit interim reports if it so desires, says the notification. This opens up an avenue for us to put up a united fight to ensure that the demands are got conceded.

But the decision of the government not to concede DA merger and IR are nothing but reprehensible and hence to be protested.

Confederation has called upon every central government employee to register their strong protest against the denial of the justified demands by holding MASSIVE DEMONSTRATION ON 7TH MARCH 2014.

We endorse the call for demonstration on 7th March 2014 given by the Confederation and call upon every Unit to hold Massive Luch Hour meeting (with sloganeering) on 7th March 2014.

Com VB Aruna is No More

Kerala Unit lost two of its valiant comrades within a span of 48 days. Com KN Vijayakumar, Convener, Audit & Accounts Association (and General Secretary, Accounts Category II Assn), Kerala expired on 16th January 2014 and Com V.B. Aruna, Secretary, Accounts Category II Assn, Member, Women’s Committee CHQ  and Confederation and Convener, Women’s Sub-Committee, Kerala State Committee of Confederation passed away  today early morning due massive heart attack.  

HQr conveys its heartfelt condolences to the bereaved families and also to their comrades in Kerala who will be feeling the vacuum generated by the untimely departure of Comrades Vijayakumar and Aruna.

Some introduction on the Chairman, 7 CPC

Shri AK Mathur, Chairman, 7 CPC is a retired Supreme Court Judge. The Audit and Accounts fraternity cannot forget him because he is one of the two member bench of the Supreme Court that rejected the case on Pay Parity (the other judge being Markandeya Katju). With Justice Dalbir Bhandari as his bench mate he was positive, and with Markandeya Katju Shri Mathur went against the employees.
